A Call for Accountability in Charlotte County Leadership
If you think there’s less dirt going on in small counties compared to big counties, think again. It might even be worse.

Recent reporting that has exploded across Southwest Florida has brought forward deeply troubling, and that’s even an understatement, information involving Charlotte County Commissioner Christopher Constance. According to multiple reports, nude images were discovered on a county-issued government laptop used by Charlotte County Commissioner Constance, triggering an internal review and an independent investigation.
The findings of that investigation reportedly concluded that Commissioner Constance violated workplace policies.
LINK TO DSK LAW’S INTERNAL INVESTIGATIVE FINDINGS
That alone should concern every taxpayer in Charlotte County. That alone should cause Commissioner Constance to step down from the Charlotte County Commission and withdraw from his campaign for reelection. But no, he has not yet been man enough to take accountability for this gross and egregious misconduct, which many on the street already call “predatory”, “disgusting” and “abuse of women.”
Government-issued equipment is not personal property—it belongs to the people, the taxpayers. It is funded by the public, intended for public service, and governed by policies meant to ensure professionalism, accountability, and trust. When those standards are violated, it is not a private matter. It is a very serious breach of public trust, one that is nearly impossible to forgive.
One might forgive oneself for ever voting for a person who exploits women, but forgiving the behavior is an entirely different thing that one is likely to struggle tremendously with.
But wait! It doesn’t stop there. What may be almost equally mindboggling is what happened next.
Rather than treating the findings of an objective, independent investigation with the seriousness they deserve, Charlotte County Commission Chairman Joe Tiseo reportedly dismissed the conclusions, calling them “null and void.”
What??? “Null and void”? Chairman Tiseo seemingly wants to brush this case under the rug, and it makes one wonder what his motivation behind that decision is. Is it money? Did he donate to Constance’s campaign for reelection? Do they do business together outside their public office work?
That decision raises a long list of serious questions, not just these few, but questions such as,
If independent investigations can simply be disregarded, what does accountability look like in Charlotte County government?
What message does this send to county employees, and more importantly, to the citizens who expect ethical leadership?
What else is County Chairman Tiseo sweeping under the rug?
How long does Commissioner Constance’s collection of nude images of women go back?
How many victims are there, besides those that have been exposed so far in the report?
Is this merely the tip of the iceberg? What else may come out relative to this case?
Is Chairman Tiseo trying to toss this case out the window because he may also be friends privately with Commissioner Constance and this may position Tiseo in a negative “spotlight” too?
If Commissioner Tiseo is willing to hush this case down, how many other cases of sexual harassment or sexual abuse or nude images of women are there in this county that have not yet surfaced?
Have the women in the nude photos on Commissioner Constance’s government laptop computer been informed yet that they’re subjects in this case?
Could there potentially come about from this a long list of cases filed against Commissioner Constance that could impact his practice from past patients, and that is the reason Chairman Tiseo and Commissioner Constance are interested in silencing this case?
Commissioner Constance has had his plastic surgery practice for years. For how long has he entertained himself with images of patients and perhaps other types of victims?
We Demand Complete Transparency
These types of cases are not to be dismissed, hushed down, or paid off under the table – ever! This is no longer just about one commissioner’s conduct. It’s not a case of stealing gum from a vending machine in the break room. This is not the case of someone who forgot to flush the toilet after a big visit, although the case stinks like one. This is about leadership, transparency, and whether those in power are willing to hold each other accountable.
The people of Charlotte County deserve better. We pay the sky-high salaries, benefits, pension, and expense claims of these commissioners – a set-for-life package for their part=time job as commissioners (and we unfortunately don’t even have term limits, yet, for commissioners). They are not above the law, and they are not above the People.
The People deserve leaders who respect the offices they hold.
They deserve transparency when serious allegations arise.
They deserve accountability when standards are violated.
It’s mindboggling that this case has not been referred yet for criminal prosecution. It MUST be!
It’s mindboggling that this case has not caused these two commissioners to resign yet, but instead they’re playing the game of politics.
When elected officials appear to protect one another, to cover each other’s butts, rather than uphold the integrity of their roles, confidence in government erodes. And once that trust is broken, it is not easily restored, if not completely impossible. In this case, it’s about to hit rock bottom.
This moment calls for clarity and action.
If the findings of the investigation are accurate, then Commissioner Constance must take responsibility for his actions. Leadership is not just about holding office—it is about upholding standards. When those standards are broken, resignation is not political—it is appropriate. It is also appropriate for Chairman Joe Tiseo to resign, as he, according to indications in the report filed and accessible to the public, has known about it for months.
Chairman Tiseo must answer for his decision to dismiss the findings. He ran in 2024 for reelection on transparency and strong leadership. It’s time he puts his money where his mouth is and demonstrate that leadership requires impartiality and a commitment to truth, not the shielding of colleagues from consequences.
Charlotte County is not powerless in this.
Communities shape their governments through engagement, voice, and accountability. Residents have every right to demand answers, to attend public meetings, to speak out, and to insist that their elected officials act with integrity.
This is not about politics.
This is about standards.
Residents of Charlotte County can and are fully justified in filing ethics complaints, calling on Commissioner Constance and Chairman Tiseo to resign, even calling on Governor Ron DeSantis to remove them, if they will not willingly resign after this scandalous and explosive case revelation.
This is about whether Charlotte County will tolerate behavior that undermines public trust—or whether its citizens will stand together and demand better. If this is not dealt with harshly and immediately, it sets the stage for repetition. We don’t need that in our government.
Now is the time for the community to speak clearly:
Accountability matters.
Integrity matters.
Leadership matters.
And anything less should not be accepted.

Seems our Charlotte County leaders are untouchable and insulated from reality. Constance and Tiseo should both be investigated for all their ‘good old boy’ network deals and removed from office.
We NEED term limits!!!
I think you should resign chairman Tieso and commissioner Constance
Commisioners Constance and Tiseo should be recalled as the Home Rule Charter provides.
I spent 30 years of my adult life in the service of my country. I swore to defend this land from ALL enemies both foreign AND domestic…
These two “enemies” need to be dealt with swiftly and appropriately.
My service means nothing if we don’t.
I think he should be removed from office. The woman on that computer should be made aware of their photos . What else are they hiding?
I agree! This. Also opens the photos up for anyone to request a copy of them as they are on county property and therefore open to the public. Shame on both of them!! They need to resign!!!!!
All the photos, if work-related should have been on a secure computer in the workplace only. Photos necessary for a work-up should be accompanied with a signed release by the patient if they are to be shared with approved others along with a consult, diagnosis and treatment plan. No photo should placed anywhere without an accompanying approval. This public information opens up a possibility of many lawsuits, each of which must be defended along with the costs for each defense.
