My stomach turned with disgust when I received the Public Report and Order Dismissing Complaint in the mail from the State of Florida (so-called) Commission On Ethics. I nearly vomited, understanding how deeply twisted our government has become, and in the process, failing to protect the people, which is their damn job.
When I later saw Commissioner Chris Constance at the Charlotte County Republican Executive Commission meeting, which he has been avoiding for several months now and was on the verge of being removed from for non-attendance, I was disgusted with not just him but the Commission On Ethics once again.
While it is only mere speculation but knowing how sometimes some people pay off others – such as the slushy hush money Congress pays victims of rape, sexual harassment, and other abusive behaviors – I could not help but wonder if anyone had benefitted from the decision to dismiss the case and not even investigate it. It does not mean a pay-off took place, by any means. It is simply a thought that something like that could have happened. No accusation is made here.
After only a couple of months of nearly no investigation of Charlotte County Commissioner and plastic surgeon Chris Constance, after an ethics complaint was filed by me, The State of Florida Commission of Ethics on June 11, 2026, filed a Public Report and Order Dismissing Complaint, known as Complaint No. 26-155. Objectively, they played the game and know how to play the game.
When an ethics complaint is filed, the Commission On Ethics, mindbogglingly, limits the evidence filed with the ethics complaint to only 15 pages. That is not much. In fact, it is totally and utterly inadequate, but it may serve a crooked purpose. Namely, to make it possible to easily dismiss complaints against elected officials for unethical and wrongful conduct for “lack of evidence.” It’s weaponization of our system to the system’s advantage, and it is BS.
Meanwhile, the people suffer and is punished double, as they are made to fund this FUBAR system.
In the case against the now infamous commissioner, the investigative report that the county ordered in 2025, was almost 40 pages. The investigation was executed by DSK Law Firm and found that Commissioner Constance had violated a number of county rules when he had been found to have more than 14,000 medical files and nude images of his patients on his government computer from his private plastic surgery practice. Constance has pathetically blamed this on a former employee from his practice, instead of taking responsibility for his actions.
Ask yourself this common sense question: Why in the hell does a private plastic surgery practice employee have access in the first place and password to Chris Constance’s government computer, allegedly upward three computers, over a period of ten years? Take responsibility for your wrongful conduct working on your medical practice while you should be doing your job as a commissioner!
He is playing the game of politics. Because the files and images were on government computers, allegedly two to three computers in the last ten years, the images and files have now become public property. This violates the patients’ HIPAA rights to privacy.
One can now only hope and pray that the victims come out and sue the living out of the commissioner. Anyone who has been a patient in Chris Constance’s practice in the last ten years should rightfully contact the Public Records Department of Charlotte County to discover if their medical files and images are part of the files and images that were found on his government computer. If they are, they should file a complaint with the Surgeon General.
In terms of the limitations of documents the Commission On Ethics places on the Complainant, which again is absurd, there is no way to rightfully cut DSK Law Firm’s report into a shortened report to fit the Ethics Commission’s ridiculous – but perhaps by design – limitations on documentation.
In this case, most assuredly, and as is evident from the dismissal of the case, the State of Florida Commission of Ethics just demonstrated how unethical their very operation is. How can it possibly be ethical to dismiss an ethics complaint of this nature without bothering to investigate it and dismissing completely a very extensive investigative report that Charlotte County ordered as “hearsay”?
The Ethics Commission admits that its review of the complaint was “limited” and that they performed “no factual investigation.” They stated, “The Commission voted to dismiss the complaint for lack of legal sufficiency” because “2. The Respondent, Christopher Constance, allegedly serves as a County Commissioner in Charlotte County, Florida.” It moves on to say that “The Commission on Ethics has jurisdiction to investigate only those allegations “based upon personal knowledge or information other than hearsay”. Apparently HIPAA rights mean nothing to this doctor.
It’s mindboggling that the so-called ethics commission would call a professional investigation by a law firm, which the county paid for, “hearsay.”
Perhaps we should rename the Commission On Ethics to the Commission On UnEthics.
Charlotte County Board Chairman Joe Tiseo reviewed the investigation and recommendations from DSK Law Firm, but he protected Chris Constance, a friend and colleague, and decided not to file charges against Constance. Instead, Tiseo called the investigation “null and void”, ignoring the recommendations of the hired law firm.
In essence, this translates to complete lack of consideration for the victims. Tiseo should resign.
It is repulsive practice of government cover-up to state that “the statements within the report are hearsay” and called the ethics complaint “double hearsay”. This is yet another example of deep state practices, government cover-ups, a two-tiered justice system, a ridiculous banana-republic style corruption.
We are not a true republic anymore. We are a banana-republic.
In this case, the state has demonstrated that it would rather protect the culprit than the victims whose personal records and images are now public property. This is the kind of crap that takes place in third world corrupt countries, and in the United States too.
This case, translated, means that if you have a medical professional in a government job, such as a commissioner, you most assuredly do not want to go to that medical professional for any reason whatsoever, as if or when these so-called “professionals” share your information on government equipment, they are held to a much different standard than anyone else. Deep State protects the violator, not the victims, through mumbo-jumbo nonsense using the legal system against the people. They thoroughly fail to abide by the constitution that they are to protect the rights of the people and protect their right to privacy and to be save in one’s person and property.
If you have a WTF moment right now, you’re right in having those feelings.
It is no wonder at all that the people have largely lost trust in our government and the endless agencies we stupidly pour billions of dollars into every year. What is there to trust anymore when they twist matters, hide behind crooked technicalities, and protect elected officials over the people? Trust is earned, not a right. They have lost our trust.
The culprit walks free from prosecution – at least for now – but it does not, in any way whatsoever – make him innocent. It just makes him – for now – a protective species. Chris Constance should still resign from the Charlotte County Commissioner.
This grotesque dismissal of the ethics complaint against Commissioner Chris Constance only magnifies the importance of voting him out on August 18, 2026 and vote in John Fleming. We need to clean up our government, and it will never happen if Constance and Tiseo stay on the Charlotte County Board of Commission nor if Kim Amontree gets in. She defended Chris Constance on Monday, June 15, 2026 and dismissed the public outcry that has taken place at commission meetings in recent months as 45 minutes of wasted government time.
